Mrs Erina Baingana is a Human Resource Management Expert with extensive experience in the public, civil society and private sectors. She has served in various managerial capacities, including the top position of Permanent Secretary within the Government of Uganda. Her specialities cover the fields of human resource management and development; organisational development; executive development; corporate management; policy development and implementation; project management; and women in development.
Mrs Baingana has been and continues to be actively involved in the promotion of human rights. For example, she served as Chairperson of The Uganda Women’s Efforts to Save Orphans (UWESO), where she was also a founder member. She is a founder member and Executive Committee Member of Uganda Reach the Aged Association. She is currently the Spokesperson for Older Persons for the Uganda Reach The Aged Association, within Uganda and beyond. She has also served on a number of adjudicating committees in relation to community development in rural areas, the most recent being that of Ruhama County, Ntungamo District, Uganda.
Mrs Baingana has wide experience in consultancies within and outside Uganda. Examples include establishing the organisational structure of The Local Government Finance Commission in Uganda (Team Member), A member of Eminent Persons who reviewed the Terms and Conditions of Service for the East African Community); Writing Job Descriptions for the Uganda Human Rights Commission (Team Leader); Review of Performance Effectiveness for the Ministry of Public Service, Uganda (Team Leader); Streamlining and Modernising Organisational Systems of the African Union (Member); among many others.
Mrs Baingana is a member of many professional organisations, including the African Association for Public Administration and Management; Uganda Insurance Commission; Appointments Board of the Inspectorate of Government from 1993 up to 2005; National Task Force for the Development of a Social Protection Policy, Institute of Corporate Governance, etc.
She is a member of the Equal Opportunities Commission (since 2012).
